The Independent Corrupt Practices and Other Related Offences Commission has said it uncovered two additional fictitious government agencies while investigating the Presidential Foreign Intervention Promotion Council.
ICPC Chairman Musa Adamu Aliyu disclosed the findings after presenting an interim report to President Bola Tinubu. The commission said Adeniyi Matthew Adeyemi, who presented himself as director-general of the PFIPC, was never appointed by the Federal Government and that the council had no legal foundation.
Forged documents and government offices under scrutiny
According to the commission, the PFIPC was not established by an Act of the National Assembly or an executive order. Investigators alleged that a forged appointment letter was used and that the organisation occupied facilities previously used by the defunct Presidential Economic Advisory Council.
ICPC said it also identified two other alleged fake bodies, the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency. The commission alleged that forged legislative instruments were used to create the bodies and open bank accounts.
ICPC says no federal funds were released
The interim report said investigators found no evidence that federal funds were approved or disbursed to the PFIPC or its operators. It also said the purported appointment letter did not originate from the Presidency.
This point is important because public discussion of the case has included conflicting claims about budget entries and alleged access to government funding. The commission’s findings are interim, and the broader question of how an unauthorised organisation allegedly gained access to official facilities and government processes remains under investigation.
Officials may face disciplinary action
ICPC recommended prosecution of Adeyemi, disciplinary action against any public officials found to have assisted the operation, and tighter verification controls across government institutions.
The commission said personnel linked to several offices were identified as possible collaborators, but the allegations have not yet been tested in court. Investigators said their work was continuing before criminal charges are filed.
